The high court of Kerala discussed the matter in detail and held that even the property is lying below the road level and there is chance for water logging in the area on allowing the form 6 application for conversion, the application cannot be rejected. There are several other cases (2020 2 KHC 94), (2021 6 KHC 316) in same issue and it has been decided earlier also, in similar line.
