Copy of relevant page of minutes of liability of 5% of the total project cost

Puthuvype LNG issue: when the project raised from 2.5...ton to 5...ton the project got clearance after accepting the condition to give atleast 5% to the affected people. Who will take the responsibility? Is there any such undertaking? What records will speak? Pls see the scanned copy of minutes.
